'Why is this sort of chipped? Is it something? Is it an intervention? What is this?

 

This is the rotting of plastic over the years. Plastic produces air chambers between anything in front of it, thus generating heat and making it rot sooner. Most plastics start to fall because their use-by date is ten years and we are in year 11.
